45% of all New York City residents own a car. That is in line with many livable cities in Europe and Asia, including Amsterdam and London. Car ownership is already a significant burden for lower income households. And they are the ones often stuck with the environmental impacts of noise, pollution, and lack of transportation when out of city residents drive through.

NYC does not have as many "wealthy" people living in it or DRIVING in it for that matter that most people assume. The "wealthy" business owners/executives have already bought houses outside the city and work remote. Majority are the middle class struggling to get by with just their next paycheck, and even then it's becoming more unaffordable with all these fee squeezes left and right.

Born and raised in NYC, Queens > LES - I work for the city and can tell you that MTA is bound to fail, the useless executives won't retire and they're taking the biggest cut of the budget. Many of the MTA executives and city politicians has shares and/or invested in the company that installed latest useless "turnstile gate". This is a way for the Executives to pocket the MTA Budget.
But I also agree that it'll be nice if a certain group/culture of people stop fare evading. Just stand by the turnstile or buses by West 4th, 2nd ave, Delancey, East Broadway, Jay Street Metrotech, High Street, and just watch these "oppressed" ones pays their fare.
