All the kurds get pacified by taking Türk Ulusu, so rush for that focus and after that don't take any focus and save pp. Give Attaturk cures as long as you have to, do counter fundamentalist missions ect (this is why you need a lot of pp). It'll take probably two or three times until you achieve it, because it is a bit wierd to complete this one.
