An important note due to changes to localization in version 1.11+, for the localization to work properly please move all the files inside the localisation folder into a folder called 'english' for the localization to appear properly.

Due to the large amount of questions on this topic I will post this sticky so that everyone can find an answer quickly.
For anyone having the issue with all countries changing their colors - This happens because you probably did not close a bracket properly in the common/countries/colors.txt file. Either find the bracket that is not closed and close it or just replace the file with the vanilla one and repeat the process of assigning a color to your country as it shown at 07:21
As you can clearly see it did not happen in my video so there is no reason for it to happen in your game if you follow the instructions carefully.
For anyone having the issue of nothing changing - This happens either because you did not activate the mod in the game launcher before testing your new country or one of your folders/files is misspelled so the game doesn't know what to load.

Is there a way to delete local mods so that they don't appear on the launcher anymore?
I've been creating a bunch of test mods I don't need anymore and some of them accidentally happen to have the same name so it became confusing!

For anyone who has the problem that flags don't show up in-game and instead show up as a blank black flag, you may have compressed the flag files. To fix, try redoing the process without compressing the files.
Edit: Note, the ability to compress files are generally shown when you save the file.

@RealLilian It depends on the drawing program you're using, but most often it will ask whether you want it compressed when saving the image.

Just as a note to anyone wondering why the country name won’t appear, if you look into the HOI4 folder before the countries_1_English folder there is a folder called the language/English/Polish etc and you need to place that folder for it to work.

i've tried to move all folders to english folder but it just make the game crashed. tried to move english folder to our own mod localisation folder and add our own country but the name still wont appears

I think I'm going create my own mod about a scenario I wanted to play but I had no chance to realize due to the fact that one of the "countries" is basically Sci-fi stuff.
I don't know if I can create that particular country, but I think I can remodeling the world map to fit my scenario.
But I still have some questions. I think I will first watch a few times more this guide before start.

Thank you for your tutorial. I'm trying to make a submod for Millenium Dawn right now. In short I want to add the GDR (East Germany) to the game. So an alternate universe mod where there was no German reunification and the GDR still exists. I'm just trying to create the country myself with the research tree and if it's good, I'll also create a focus tree later.
The advantage is that I can simply copy and paste the flags, which saves me a lot of time.
I followed everything but my country isn't there and the error log says that my tag is not in the tag list when it most definitely is.
Edit: Actually I'm a dumbass and spelled something wrong

Been getting the error: "Some errors are present in the map definition and have been logged to error.log" I check the error log but nothing is present. So far I have tried to recreate the states folder, assign my nation a new capital a few times, cleared the user directory. Not sure if I am missing something here or not. Any help would be appreciated!

I just want to ask how can I change/manipulate the initial number of existing buildings like infantry factories of a specific state? I didn't saw you mentioning it in your other tutorials. Please help me out ;)
E.g. unlocking all the building slots for new york in 1936, decreasing the number of infantry factories of new york.

Just apply these in a focus/event/decision or edit the state files directly to change how they start with buildings (if you open an existing one it should pretty easy to understand what's going on in there).

Hi, there. I've just seen this video after the new DLC "no step back" released. I've found that adding a "create_country_leader" is not functioning. Furthermore, I've found that the new version of the game has a new folder in "common" called character and all countries' corresponding characters, including leaders, generals, field marshalls, advisors, etc, are defined in there. And in those files which is in "history/countries", there are such syntax as "recruit_character = xxx". This might be a considerable modification that the new version has made.

the leader portrait wont show up, I've tried many ways, I used the format size, match the leader's ideology with the ruling party. I used google photo btw so..pls help
Edit :Nvm it worked! Turns out it's one of the folders that are misspelled so the picture's file is fine everything's fine so all this time it was one of the folder that is misspelled, tysm for the tutorial!
I’m having some issues getting my images to load in game. I’ve triple checked all of the files and text documents so I’m fairly certain I’ve done everything right. Any thought on what I might have missed?
i think i might know, since i used to have this issue.
what i use to do (incorrectly) in gfx/leaders is just copy my portrait twice and rename to put a '.dds' and a '.png'. i used to think this would actually change the file, but it does not!!
make sure you are converting the file properly in paint.net by saving as, and right before clicking 'save', changing it to a DDS and a PNG

@@nacroeisdumb9482 so you need to have (in the gfx --> leaders --> (country tag) folder) 3 images:
1 needs to be the paint.net file
1 needs to be a dds file
1 needs to be a png file
you can use paint.net to create the portrait, save it into your folder, and then just use the save as feature on paint.net but select the dds and png file types

BEFORE SAVING MAKE SURE THE FILE IS NOT COMPRESSED WHILE USING ANY EDITOR UNCHECK THE COMPRESS OPTION WHEN SAVING

Hey! I was wondering how you add a starting navy to your country (I'm modding a country that starts with no navy), and I thought I was editing all the files right however the ships don't show up.. are you able to help or will you make a guide about that?

i did everything right when setting up my ideology, but it says that all ideologies have 0% popularity, i typed all of that into the set politics with the number date on it, and it still shows up like that

Damn that was easy. Thanks, just made a basic mod with Ukraine starting in 1936 and I gave all the SOV cores to a re-purposed crimea and Vlad and Vlod portraits. Now I just gotta copy Italy's files to make them start at war

When I opened up the game with the mod on all of the countries were different colors and the country that was suppose to be in the Bahamas wasn't there, in fact no one owned it. Can someone tell me what went wrong cause I'm all to new at this.

Same here. When I went into the game no one owned the state and for some reason Germany was green UK purple Spain red and France some sort of green... same thing for all countries. If someone has a solution it would be greattly appreciate if you can help.

Hi, how can I change traits of a leader (if I want to add some benefits from the leader like political power, stability or stuff)?
I watched your video and did exactly what you did in it and it all worked for 1936 but in 1939 a portugese focus and SPR divison were errors. any ideas how i can fix that?

When i do this i have it to the T and still my nation does not appear for some reason
I tried making a custom nation for the OWB submod. Followed this exactly, have all the required things for a custom country, as well as custom leaders, flags, etc. Launch the game and theres absolutely no trace of my country anywhere in the game. It's as if it simply does not load at all, or at the very least isn't overriding the main files that it needs to be overriding. Not sure how to fix it but I hope the uploader gets back to us soon.
nevermind I figured it out, I forgot to put a dependency line in the descriptor.mod

@@aprgames9480 If you have not already make sure to download notepad++ after you download and install that right click the file and select "open with" find notepad++ and select always open files of this type with this program.

Hello there! I got my hoi4 in Microsoft, and I don’t have hoi4 in steam. And I can’t make a mod, Help please.

I followed your tutorial and everything is working fine except for certain focuses ( just using the default focus tree). Whenever I do a focus that adds a civ, mil or dock and it completes they are added to the state but don't show up in the production/ construction tab. The factories box also keeps saying 0/0. Is this a bug or am I doing something wrong?

PLEASE HELP! I am trying to make a country, however I cannot get it to appear. I have triple checked my spelling and I know for certain my mod is activated before I boot up the game, however there is no change. To check if my country exists at all, I used the "setowner" command with my country tag, but it says, "Invalid country tag". I have no idea what could be going wrong here and it seems like I followed everything to a T. Does anyone have any suggestions?

For some reason my custom country leader isn't the one I made on the painting app, but it's just a generic leader. I'm currently using the latest version so I don't know if there is a difference between the two versions. I also checked if I put the correct ideology (it's correct). Any help?
