Speaking as a horrible person, the lesson probably wasn't "I should give my people shelter".
The lesson was probably more like "I can threaten to take away people's shelter to make them do my bidding!"

I like how the Statue of Liberty is literally surrounded by a body of water, and yet they sent the pirates to steal the Brandenburg Gate, a landmark that is more than 100 miles from the nearest bit of ocean (and yes, I checked)

In Oxboxford Andy got a hospital and Mike got a crematorium. Now they have a pirate cove and space station. Jane you are spoiling those boys.
One way to play the game by ruling with an iron fist is to make it so that people have to pay for access to food and medicine - then have lots of military personnel who are well paid. They'll get first dibs to services, ensuring their happiness, and thus, loyalty. Then you can use them to kill any would-be rebels. Personally, I prefer the "stay in power by actually caring for your citizens" route, but I AM a Hufflepuff...

Jane, Mike and Andy's excitement as Lady Liberty arrived was palpable. I can only assume that, back in the day, New Yorkers would have experienced something similar as their statue was airlifted in.

Well I for one have been saying this for years and the Coast Guard still fined me for trying to take over a boat. I only had a Nerf sword and was playing the POTC theme on my phone so I was deemed "not a threat". How insulting!
I want to see Jane do a 15 part series where she just plays this game serious style. Regular rules, etc. I think it’d be a fun game to chill with :D

I've never considered playing Tropico until now, you should use those dictatorial skills and get some bribe money from these game developers. "You want people to play your game? Well Jane wants her own beach front pirate cove (wink face)". Remember Jane, it's not extortion if you deserve the money.
