Thank you for this. As a parent new to the british system of education, I sometimes feel very lost. Does higher mean a more complex level of work (and is the exam paper different from lower?) or does higher just mean its challenging you more and the student will therefore, hopefully score higher grades?
I find it interesting that its not just one examining board that sets all the exams... I wonder how they make sure that its 'fair'? How is it ensured that every examining body is setting a similar standard of work and not easier/ harder than the other? Puzzling to me because my background is used to just one examining body setting the same paper for the candidates in the entire country.

Foundation paper’s highest grades are C’s so even if you get 100 you cannot score above a C. For this reason foundation is never recommended for students trying to score above C

For your next question, naturally, papers are reviewed to make sure content across boards are similar if not the same. As for how ‘fair’ it will be for all student, it’s pretty much a gamble.
