The animated series shows that foot clan scientist merged Bebop and Rocksteady's DNA with the ones of a rhino and a warthog they've brought in. Sure you can make up logic but great attention to detail has to be brought to it so it won't seem out of place.
Most newer movies rush transformation scenes. It was sweet to see one done within a sensible period of time that you saw and felt. As such this isn't a horror film it didn't need to be any longer, nor was it going to be any huge shock to anyone who knows a thing about TMNT given the characters names and looks/actions were shown prior. Also if they'd made more sequels I actually liked that idea (science-FICTION!) of some touch/hint of animal DNA in people. I mean, we have people who form tails, a skin condition that's lizard like (inspiration for Batman's killer croc). With more detail it would've been fun to explore that concept, as it was fresh from the usual "cause you'd most recently spent this much time around this animals." Also, ooze fans, but it changes from different stories-but more so, does actually have multiple ways to be used. It's really just what is canon in what universe/show/film series now.

I wondered how it must have felt for Rocksteady losing his Hair, Facial Hair, and his skull changing shape and horns growing out of his nose and forehead that must have been extremely painful. I think that would have done trauma to the brain and I think his intelligence & frontal lobe diminished as a result! I mean I hate to lose my hair and hardly look like my former self.

I like that in the 2012 TV show and this movie they not only looked like the creatures but let out these monster demon like roars, but at the same time there knowledge stays down, but in the TV show one was a Russian arms dealer(rock steady) while the other was a master thief (Bee Bop) and they actually were smart at an extent, but when they were mutated Rock steady actually became a sort of comic relief but still intimidating while Bee bop got a little smarter and more combat experienced, and in this movie they are just random criminals shredder gets stuck with an they look up to him like fanboys, so he can control them, but the reason they are chosen is they will not turn on him due to them not only being fans they love their mutation bonus it just makes them more stronger, that is it dose not make them dumber or smarter
you can mock the science but it makes sense in the context of making a movie this way they can use the ooze on anyone and anything without needing to show interactions with animals which are a whole other ballgame with licenses and trainers and committees
