sir why in R3 , before configuring always compare MED , while comparing with best of two with last route , why last router is not comparing local preference ?MED is same but local preference is different ?

IGP cost is before router id.
By the way, I am a little confused from you said "FROM-R7" when you wanted to force all traffic to go through R7. shouldn't the name be called TO-R7 rather?
FROM-R7 is correct in this case , like he explains ,it all depends on what you want to do. In this case he wants to influence that specific route when its received FROM-R7.
Check from 35:45 or so.
