If another person jumps into your space like that, it's a foul. When Oubre goes for the layup, Kawhi goes for the ball, makes a play on the ball, his arm and Oubre's arm make contact, but the refs deem it to not be a foul. It's close. Then Oubre goes for a shot and Paul George goes straight up. That's not a foul.
