If you are being filmed in public and do not wish to be. The first step is to ask not to be filmed. If the person refuses, you go somewhere else. If the person filming chooses to follow you to harass you with the camera, that's another thing all together.

I see that filming people in public is ok in the US; however, for all i know, Europe is a different storry. You need at least tacid permission to film. E.g. door bell cameras etc. viewing the street and sidewalk are only permitted under certain circumstances. Privacy (at least the idea) is valued quite a bit

I see that filming people in public is ok in the US; however, for all i know, Europe is a different storry. You need at least tacid permission to film. E.g. door bell cameras etc. viewing the street and sidewalk are only permitted under certain circumstances. Privacy (at least the idea) is valued quite a bit

He could be part of the accident and want evidence for insurance, he definitely did not go looking for car accidents. And there’s most likely a reason for him to be filming. Someone he knows could be in the accident, or he’s taking note of things for media.

In Germany these people are a real problem and are called "Gaffer". Even if it is not illegal, I find it disgusting to pull out the camera in the event of a traffic accident where a person got injured for example. In Germany it’s illegal to film accidents like that. And also it’s just legal to film in public as long as you don’t film someone exclusively that you didn’t ask for permission beforehand. You always need permission in Germany if you want to film or photograph someone you don’t know anywhere in public space.
