My go to for short skirts is shape wear or short leggings (my ideal would be those shorts kpop GG's wear, but I can't find them). They're also really great for on top of pantyhose, as they keep them from falling down. Seriously, a lifesaver.

That skirt is legit the same as our girl's uniform in my old high school I gotta say that whoever designed the uniforms had slay fashion sense because it ended up not looking like a sailor moon cos uniform.
