The two share responsibility, they’ve moved to polar opposites in response to each other. She’s concerned for their immediate safety from his anger, so overreacts to the opposite. He’s concerned for their long term wellbeing from her lack of discipline, so overreacts.

The little girl who was so surprised and disbelieving that she and her sister could actually go out to the pool because "Zach will let us." - That told us everything.
They split up, but it seems that dad is very active in his kids lives and has great relationships with all of his kids.
