That was the question I was wondering. If you knew she robbed all those banks, why not just arrest her for her previous crimes?

She has a device that allows her to "short-circuit" the portion of people's brains that control their judgement, which she uses to make bankers cooperate with her during robberies. She used it on Batman earlier in the episode to make him help her.
