What is this signal on 30m?

What do YOU think this is?
A friend asked me if I had any idea what this signal is he was hearing just below the 30m amateur radio band. I have no idea... it's obviously digital, and on a band that's shared by a number of governmental agencies. But I'm just curious if anyone has an idea what it might be? it is very strong (S9+) and coming from somewhere 35 degrees heading from the Seattle area (as determined from my 3-element 30m Yagi up about 70 feet).
Please tell me in the comments what you think it is...
