looks so beautiful even when raining in fact i would love to tour those places while it's raining its very refreshing instead of having the sun beat down on you when it's too hot especially in the French Riviera between August and end of September it's sweltering hot.

Nice (Nizza) used to be part of Italia. Sardinia sold it to France in order to advance Italian Unification (eventually booting the Spaniards out of Naples/Sicily, the Austrians out of Venice, and yes driving the French out of Lombardy). As France played an important role in the liberation of Italy, not only did the Italians have to yield Nice but also forfeited Corsica. Both places still under French rule, yet remaining Italian in spirit and roots.
The kingdom of Piedmont-Sardinia never sold it. It exchanged the french military aid with lands: Nice, the Nice's County and Savoy (another region). Then France betrayed after few battles and signed an armistice with Austria.
Few years later, when it came to taking Rome away from the pope, France sided with the pope and fired on the Italian soldiers. This was the great French aid to Italy in the Risorgimento.
France was not the ruler of Lombardy. Austria ruled it.
The story of Corsica was different: it was temporary ceded to France by the Republic of Genoa in the XVIIIth century. France kept the land forever.
