So Can a digimon have the x-anti-body and not transform?

Aside from the natural carriers, those non-X-Antibody Digimon who carries the X-Antibody Protoform also does not transform, until their X-Antibody developed into the normal X-Antibody, then they will transform.

Directly and indirectly. Yggdrasil didnt know that the digimon would eventually overpopulate the digital world in a short manner of time or even faster as predicted, and if they reached the full memory capacity, the digital world would eventually be destroyed, but Yggdrasil also did it because he/she wanted to live, as any other normal being wishing to survive(as said by Dukemon in the movie X-evolution), and so the X-program was born and therefore the other events
