This design is not recommended for 2 years and walking toddlers might not be able to walk with soft sandals
What size are you crocheting?

After the 8 double crochet, I don't have a chain left. It seems like the 7 double crochet stitches ends up working into the last stitch where the last of 8th double crochet lies. Is this the case? Where am I going wrong? I did chain 10 at the beginning.

You can have 7 double crochet stitches in the 7th stitch if it happens to be your last stitch of the row, it happens sometimes while crocheting a shoe
