It seems like a lot of people either forgot the timeline, forgot the ending of DR2 or both of those things 😂
I dont blame them It can be confusing, because the order of the games are
DR1 > 2 > UDG > V3
but
the storyline is:
DR1 > UDG > 2 > V3

I find it strange that a lot of these people assumed he "came back from the dead." My first thought would obviously be that this is a prequel to Danganronpa 2. Like is that not obvious?
It's not that obvious... i thought he came back from the dead too..
To be fair, this cutscene was the very beginning of the game and the end of DR2 didn’t completely answer what happened to the “dead” students in the Neo World Program.

Looks like some of these people think that this game takes place after DR2, when it takes place beforehand.

Events of the danganronpa name (correct me if i got em wrong): Danganronpa 1, Danganronpa 3 (anime), Despair Girls, Danganronpa 2, and then idk where to put v3
That order is wrong. Not to mention that the you can't use the chronological order to watch the story or you'll get major spoilers. The correct order to use is this one:
Danganronpa 1
(Optional: You can read the novel Danganronpa IF after this one)
Super Danganronpa 2
Danganronpa Another Episode: Ultra Despair Girls
(Optional: You can read the novel Danganronpa Hagakure after this one)
Danganronpa Zero (Novel. Out of all the novels I recommend to at least read this one if you're only willing to read one).
Danganronpa 3 (anime)
It has two arcs: Despair arc and Future arc and two ovas. The order to watch the episodes would be:
Future episode 1, then Despair episode 2, then future episode 2, then Despair episode 2 and so on until you finish both series (future arc had 12 episodes and Despair arc only 11).
Then there's the ova Danganronpa 3 hope arc (which works as the finale for both arcs).
Then there's the ova Danganronpa 2.5 (which works as an explanation about what were doing some really important characters during the events of Future arc).
For most of the content either the sub or the dub is good. However I seriously recommend to choose specifically the sub version for the DR3 anime.
Then there's Danganronpa V3. And while this game is a separate game completely unrelated to the previous Danganronpa content (that ended with the finale of the DR3 anime). You can only play the game after knowing all the previously mentioned content since it relies on your knowledge of the franchise to built it's own twist. But once again, it's unrelated to all the previos Danganronpa content.
Ahh oh yeah i forgot the anime was splitted into 2 arcs sorry also there was a novel!? Damn….
Well, chronologically the order of events are DR3 anime (Despair Arc), DR1, Ultra Despair Girls, DR2, DR3 anime (Future arc) and V3. But it's a good idea not to watch the DR3 anime until you have played all the games except for V3, because the DR3 anime spoils plot twists from all those other games.

After the events of Dr1, Makoto and the rest end up joining the Future Foundation and a bunch of stuff happened afterwards, BUT what's important is that the Dr2 cast was running around and causing chaos as the Remnants of Despair
Naegi went "alr fuck this, you're going to therapy" and they all went "ok" and eventually he and the rest of the gang wrangled them up and placed them on the REAL Jabberwok island,,,, but also placed them in a virtual version of the island, which was meant to act as simulated therapy and get rid of the brainwashing (Junko Enoshima had brainwashed them and made 'em bonkers) blahblahblah, but Izuru Kamukura brought a virus in the form of Junko bc
Well reasons but after they all woke up out of the simulation, they all kinda chill out but BASICALLY, UDG happens after Dr1 but before sdr2
