Circled this area for an hour, nothing. (PC version)
Ended up doing the pipeline tour, much quicker and easier.

I mainly uploaded the Video for those, who, like me, like to get as much Equipment as possible, without to make a single Quest (0 % Progress and Level 20 maxed).
And another User could get it there, so it's probably more random as expected.
