Not really they had the info months into the investigation, 1 problem was gathering enough evidence and 2 Orlando was killed while being investigated so couldn't really nail him to the wall once he died. Then queen for a day deal keefe they couldn't arrest him when he originally confessed to get him off the pcp charge.
They knew 1 year later but you need evidence to charge spmeone.
