To be street legal it has to have a windshield (or driver has eye protection/ face shield/ helmet), working signals and lights, be capable of doing the speed limit, and of course be registered and insured with a license plate. I built an electric go-kart and looked into it briefly years ago. There may be more now too (airbags, seat belts, etc). So definitely not street legal. So while he is getting arrested for the theft, you can ticket him for operating an unregistered, uninsured motor vehicle too. The insurance is not a cheap fine either. But besides all that, 10/10 for style.
