I have no objection to paying inheritance tax but you seriously need to avoid giving the impression that the top 4 percent of estates paying it do not include some people who are not that rich.
There shouldn't be any inheritance tax at all especially if you have paid tax already. I know majority of people won't be leaving any inheritance to their kids because especially now its difficult to save any money.

Regardless if its not just the top 4% - its obviously an issue to You becauae you earn more than enough to have to pay it...!
