Yes! You are right. FM Noice and Short wave signal.That voice is another radio.

It'll never work. On the 2 transistors Is missing the resistor to polarize the base. As It Is, the First transistor should go in dead short circuito drowing corrente and doing nothing. When you create a circuit, at least make It good. On the First transistor should be a capacitor, May be 5 pf, between emitter and collector to start oscillation. The basic knowledge of electronic Is missing in this circuit.

I think that circuit should work make sure you connect the negative paths where they cross easy to miss that if you use the circuit diagram 👍
