If you've got cable internet, there are two things you should look into to improve it: gain on the line (db readings need to be in a certain range and if they're too high or low you'll get those weird drops) and the router itself. If you're renting the router from the ISP, it's probably just junk and not actually capable of handling the speeds. Check the gain on the coax line first, though: it could be just off enough you're vacillating between dropping a lot of packets (making it slow) and having no connection at all.
