It is difficult to host a continental tournament without a vibrant private sector. The government alone may not be able to shoulder the financial burden. Ivory Coast spent over one billion U.S. dollars on AFCON. In Nigeria, we depend heavily on sponsorship from big businesses. Ambulances, etc. would be donated.
Nigerians will never allow these sort of problems to arise. They'll use money to make sure everything is in place. I recall they hosted 2 FIFA world cups at youth level without any problems.
