Not really... In animation, The Script is the blueprint while Storyboard and Audio are constructing materials. It doesn't matter which one of the latter you procure first cause in the end you need both of them together to finish the animating.
You can draw a storyboard first and then make the audio to match it or You make the audio first and then draw the storyboard to match it, It's up to the individual animators to decide what works for them so neither of them is the right or the wrong step.
