This video shows how to fix the problem of slow boot-up with windows 10. This is mostly observed after upgrading from Windows 7 or Windows 8/8.1 to Windows 10.
The processes involved in this fix are as follows:
    1. Fix the problem of multi-GPU CrossFire configuration by changing the value of the EnableULPS configuration file to 0. This solution is only applicable for computers with AMD multi-GPU CrossFire technology. If you are using some other chipsets, please skip this fix.
    2. Turn off processes with high start-up impacts.
    3. Disable the fast start-up utility function.
    4. Enable the fast start-up again after restarting your computer.
Your computer should start a lot faster.

When you tell people to make a change to their registry you should ALWAYS tell them why! You should explain the change - and what it means. You should have explained that this is the ultra low power setting only for AMD graphics card users. If you don't have an AMD graphics card, you won't even find this setting. But you should explain it and tell people if they have two cards, this will turn one of them off when it's not being used.

You are an angel man. After upgrade from Win 7 to a clean install of Win 10, I have been struggling with this problem on my HP DV7 for several days now to no avail. I have even reinstalled Win 10 again after completing win update (yea, that stupid). On my DV7 (Intel core i7, AMD Radeon with 2to6 GB memory, 16 GB RAM and Samsung SSD hard drive) it took more than 2 minutes. I first unchecked Fast Boot which accomplished no change in Boot Time. Then I changed multi-GPU Cross Fire configuration to 0
    AND
WOW WOW WOW it just took some few seconds so first time i thought I had by mistake put it on sleep instead of restart.

Great vid. Also after upgrading(or after any update), run 'Disk Clean-up' Press Windows+F, type cleanmgr in the Start Menu's search box and click cleanmgr in the results. Use Windows+R to open the Run dialog, enter cleanmgr in the blank box and choose OK. Way 3: Start Disk Cleanup through Command Prompt. Step 2: Type cleanmgr in the Command Prompt window, and then press Enter. Select the drive to clean, usually 'C', then clean up system files. Then it will run again click delete files. You will be surprised on how much 'junk' files are there.

Great video. The Regedit fix seems to be the most important. On a Toshiba L750 (AMD Processor) loading time was 2 min 50 seconds. The power off fix reduced it by 10 seconds. Changing the ULPS value reduced it by a further 1 min! Enabling FAST BOOT brought it down by another 10 seconds. Overall loading time reduced from 2 min 50 sec to 50 sec. Not too bad for a relatively old laptop.

Well I'm amazed! a video that didn't just tell me to turn off startup programs and delete temp files etc.
After a Windows 10 update my system suddenly took 2 hours to start/restart.
Of course I did all the cleanups and fixes - tried a system restore but it failed.
The trick for me was the turning Enableulps off in the registry as you suggested.
As this I believe is only used for AMD multi GPU's and I use Nvidia I never though it would cause an issue.
My hat is off to you.
My system still takes 2 minutes to boot but it's running from an old hard drive so I expect that.

What you need to do is uninstall the bad driver and restart the computer. When it restarts windows re-installs a new driver. Here's how I fixed my HP DV7. Open Device Manager, under Display adapters..double click on the AMD adapter, click Uninstall Device. In the pop up window click Delete the driver software for this device, then click Uninstall. My screen went black for about 15 seconds then came back to normal then went black again. At this point I decided to hold the power button and shut it down. When I restarted the computer I went back into Device Manager and found that windows installed a generic driver. Double click the generic driver then click the Driver tab, then click Update Driver. Windows will find the correct driver and install it. My computer boots up super fast now like it did before the windows update that broke the display driver. I think it was the same windows update that messed up my Asus display driver. In that case when the computer went to sleep it didn't wake normal. There where vertical lines and nothing else. I had to hold the power button then restart, uninstall the display driver and reboot for windows to fix it.
