No need to keep wiping the kids devices, the problem you described there is an app was downloaded and given permission to operate as a device administrator. You can search device administrator in the settings app and then check what it is, disable and then uninstall that app. You will have to remove the administrator permissions first otherwise it will reinstall itself continuously.

There is another option called Network reset, on iPhones which can reset mobile network issues.
