Imagine thinking there isn't going to be 500 changes in 1 week because there's no preseason. If you're going to be impatient and expect things to be solved this early you have a serious misconception.
The champ is the exact same, the only difference is build route. Stormsurge was nerfed 4 times on PBE and is still getting nerfed day 1 live.
