I wouldn't say that he was jealous of Gwen and Owen. In Cyber woman he and Ianto kissed at the same time Gwen and Owen. I think Jack was mad because Ianto didn't say his last kiss was Jack.My opinion is he a perpetual flirt and he cares for her but its nothing like his feelings towards Ianto.

That face of Jack's is after Ianto stated the last kiss he had was with Lisa totally ignoring the * kiss of life* they shared when Jack brought Ianto back to life. I think he thought the Gwen/Owen affair is going to bad for the team which is why he tried to diverted their comments away from the game.

I really don't blame Jack and Tosh in this scene. I really did not like Owen Harper. He was arrogant and Gwen, how dare she cheat on Rhys with Owen. She's such a child and she always questions and challenges Captain Jack's authority and leadership. She always treated Rhys like a moron.
