Keep this in mind..Never place back camera on top and just below break light..when you apply break back camera cannot record videos because of break light reflection..

Edit: Now I come to know that it is totally varies upon states for the mandatory of HSRP from showroom. Here in Odisha, showrooms will not allow vehicles without HSRP
