I am using a similar base, and with mine, after securing those two straps, the base can still be lifted from the part that is beneath your left hand in the video. I can't tell if I am missing a third strap/buckle, or if it's supposed to be able to lift up so much at the front of the seat. Our seat can still be lifted from the side that is in the bottom of this camera shot all the way up so that it presses the back of the seat, I'm getting a different car seat, I cannot in good conscience use it like that. Does everyone's base have a bunch of play if you lift up on the front end of it? Sorry for the confusing wording of my question..
No. It shouldn’t move like that. I would research car seat techs in your area. I’ve personally gone to a certified police officer at my local college, they had someone on duty, and they came out to my car and assisted me. I called ahead. Some towns have certified fire fighters. Some places have actual organizations that give classes on car seat installation.
I did this with a different base but with the strap all the way tightened, my base still move forward towards the seat. Is this normal or should it not move AT ALL?
It depends on the car seat and on the car. Historically yes, you’d just pass the seat belt through, but more modern cars have the metal bars to hook to that make the car seat much more secure. If you have the car seat hooked to the bars, then you generally don’t have to run the seat belt through. Hope this helps!

How do u put it in the other way with the seat belt and no harness?
What if your car doesn’t have those metal rings ? How do you attach it ?
I know this is a month late, but there should be a slot on either side of the base for you to run the seatbelt through.
