It is worth to but the build and battle box or buy the pack separately?
Only if you are interested in the promo cards, or you're building a deck out of the cards in the box. Otherwise just buy the packs or single cards you need.
Which one is better buy this box or per packs? I'm confused whic one is better
Only real difference is the promo cards. The extra cards to make a deck aren't that exciting.
I saw some seller sell 10packs. Should i buy 10pack or 1 box like that one?

Yes
If you're buying online, I'd be wary about buying 10 loose packs. You'd be better off getting an Elite Trainer Box.
