How to make Pleated flower/Rose on Circle shaped sleeve | DIY flower fabric | Circle sleeve

You will use needle and thread to tack it down to wherever you are placing it. If it's on offshoulder, you will tack it to the front and back bodice where you normally place the sleeve

Yes, you can fix it to any part of the dress to beautify it. Use needle and thread to tack it to the dress

I would use a pleater presser foot for this flower. If the fabric is thin, I would use this foot:

If the material is thick, I would use the ruffler presser foot (3rd row, last item):
www.jumia.ug/sewing-arts-crafts/
There are tutorials here on CZcams showing how to use these presser feet. These feet will save a lot of time and aggravation.
