No, it was definitely created to help prevent tailgating. People do drive recklessly, and when these were originally created, they really made a difference. People drove more carefully and were less likely to have road rage against someone when they thought there might actually be children inside. The student driver sticker is a warning about bad driving though. Still for the same purpose though. Not to prevent honking, but to prevent road rage incudents and people in cars deliberately causing accidents because they're mad at other drivers. There's been a lot of deliberate fender benders or side swipes from people who cared more about letting their rage out against an assumed adult stranger than about the damage they might do to their own selves, their car, or the charges they might face as a result. But not only are people less likely to act that way when kids are involved, other drivers and people in general are significantly less forgiving of a person who escalated an incident when kids are involved, even if the other person didn't actually know there were kids there.

My sister has the student driver thing and she's 27 y.o. she got her license at 18, but she got her first car now, at 27, because she started working now, after years of university with a normal degree and then a master's degree . She had to go and do driving lessons again, because she didn't have a car to drive in all these years, so now she put a student driver sign on her car (in our country is a big sign with a "P" on it, which stands for "principiante" , aka "beginner" in English) . So.... Why should the drivers be concerned about the student driver with a baby? In the rest of the world people don't get their cars when they turn 16, like in the US. And I'm sorry to burst your bubble, but the world is much bigger than the US.
By the way, the "Baby on board" sign is NOT for not getting honked at, or for anything like making other drivers be more careful, its in the case theres an emergency situation, a baby could easily be lost in a car. And the best thing is literally to just not add anything to your vehicle. Baby stickers or those family stickers tell them exactly how many people are in your house so if they want to rob you they can easily watch your house until all of them leave the house. Adding anything pink or anything that hints that you are a woman is the worst. They will know you have a purse or bag they can steal from and they know that they can overpower you, etc. And so much more, so it's best to just have a plain vehicle that tells creeps nothing!
