They already have as you can see by that wedge into the blue of the "allies".
Finland was at war with the Soviet Union at that time, but it was a continuation of a war that predated the Second World War so on this map they're not shown as a part of the Axis or Allies but rather since they're thought of as a separate faction by the map maker they're not marked at all and you'll only see their activity by how the color of the allies change without any axis coverage near them.
