Then Max needlessly veers to the outside of the corner and forces Lando to either exit the track or collide with him needlessly. he had the option to let both continue racing and could easily have done that, but he didn't. Brundle nailed it in the commentary as have others and that's why he got the penalty. Cut and dried. That is it.
No he couldn't Lando was braking. You can't change direction if you're braking. That's not how wheels work, and he was, heavily. Max was less so as he started earlier. Max then gave him zero room after the corner and did NOT need to be there. He deliberately moved left when he could have exited the corner normally. Lando has nowhere to go unless running off the track and already had track limit issues. Martin Brundle nailed it in the commentary. Max's fault fair and square.

He was going slower than Lando and could easily have exited normally but he didn't he veered towards Lando. Everyone saw that including Brundle and the Stewards. That's why he got the penalty

The hit occurred that popped max's rear tyre before they even start turning at 0:03. Max moved into him while under braking. Because his tyre was punctured he couldn't make the turn and caused Lando to crash into him again.
