When he punches through a mountain, he has the field on, here he has it off, so it essentially only creates normal contact force with the earth, decelerating Cyclops
Cyclops has control over the inertial feedback of his beam, so he can let it affect him or not, otherwise he is totally immune to the kinetic energy they generate.
