It's a bit rude to not be paying attention to Michael's review, and just to look up the definition of kikashi? He has a computer in front of him, he could just open a new tab! lol
It was Bruno Rüger, who founded the institution of the European Go Congress. It basically was Rüger in the 1930-ies who mentioned to his go friends where he was going on vacation and the others thought it was a good idea to follow and it grew and grew every year and WW II went by and it got the name "congress" and it still is a gathering of go players in the summer. The beginning era is quite well documented. Rüger was a very amiable man, he would be proud and modest about the success.
I once asked the founder of the US Go Congresses (I forgot his name, sorry) about why he called this event a congress and he said with a puzzled face: "Probably because that's what it was called in Europe." :-)
