Hip Hop is an entire culture - Electro music as a style is part of Hip Hop for sure, just as is breaking and graffiti... it's all street level art (Hip Hop).
The best music of my life I heard in Fresno growing up. I learned to pop hard, too, I couldn't break because of a bum knee I had, so I had to develop poppin' skills. We had battles at the Dickey Center, I remember the attention and the camaraderie, me and my friends even "camped" in the alley near Belmont & Blackstone. Right next to the building where the doctor was tortured and murdered, in fact. That was my neighborhood, sadly.

I wouldn't class Jean Michel Jarre as electro. Yes it's electronic music just as The Human League is but it's not classed as Electro. The Electro sound should have elements such as funk/break orientated drum pattern - example 'Tour de France' by Kraftwerk or 'Rock It' by Herbie Hancock. This is what gives it the sound that breakers can dance to. Thus becoming part of Hip Hop culture.
Early electro was part of the foundations of Hip Hop. More than just a trend.
