This project was over block that had been previously patched and painted, not stucco. Similar to what you had, I also had major flaking and hollow spots behind the patches and paint. This is due to moisture slowly coming threw the block and compromising the bond to the block. You could have the lose spots scraped down and re-stucco but it will likely happen again in a matter of years. This is the same situation I am in. You might also consider water remediation from the exterior of your foundation wall. This is expensive if you don’t already have a sump pump built in. I would also check the gutters and landscape to make sure they push water far enough away from the foundation.

Looks uneven and bumpy
