My uncle Bobby plays the nosey neighbor in this scene from a 1949 TV episode of The Life of Riley starring Jackie Gleason. Bobby is best known for playing Bobby the Bellboy in I Love Lucy.
On radio, "Waldo Binny" was played by Francis "Dink" Trout. I believe creator/producer Irving Brecher chose your uncle for the original TV version because he not only sounded like a "meek little man", he LOOKED like one. Of course, some make-up had to be applied to make him look a bit "older" for TV (same with Jackie Gleason). Bob appeared in eight episodes of the series. Later, when William Bendix appeared in the second "RILEY" TV series, Sterling Holloway was cast as "Waldo".
Yes! It was the "older" make-up job on Gleason (especially the eyebrows) that always was distracting in this show (not to mention his not being fat, which most people knew him as in "The Honeymooners" and his own show.
