Im zanichi-korean, third generation, one of the events I distinctly remember is back when I was doing professional sumo I had a police officer question me about a theft in the area and asked if I was a foreigner because I dont look physically Japanese...

@@Alinor24 Yeah I wore the chonmage back in my day, and you'd actually be surprised. A decent majority of the top sumo rankings are foreigners, lots of Mongolians and Russians. Hawaiians have also been historically dominant in the sport as well.

Police Duties Execution Act (警察官職務執行法), specifically Article 2(4), which pertains to the identification of police officers:
Basically when a police officer is requested by the person in question to provide identification, the officer must explain the reason for their actions and present their identification card (警察手帳).
    Here's the Japanese version:
    第四条
    警察官は、第一項又は第二項の規定による立入に際して、その場所の管理者又はこれに準ずる者から要求された場合には、その理由を告げ、且つ、その身分を示す証票を呈示しなければならない。

In China its mostly the opposite. There's sometimes checkpoints in the subway stations, where they're checking people's IDs. The moment I pull out my passport they just wave me through.
Stuff like this happens a lot. Because dealing with a foreigner requires them to fill out a form or file a report that they've never done before or the system just can't accommodate, so they just don't bother. There's not enough foreigners left in China anyway, so they don't care.

Chatted for a couple minutes, the whole exchange was kinda odd. Kinda came off like they were just bored. A couple of years back, I (brown guy) was living in the Japanese countryside, working as an engineer for a certain big car manufacturer. That paid relatively well, so I treated myself to a nice new car. The thing is, in the place I lived in, most of the other foreigners were Brazilian or South East Asian who worked in the factories and lived in more modest housing (the company had put me up in one of the nicer apartments).
In the 2.5 years I lived there, I was stopped and searched on my evening walks about 10 times; had my car searched 5 separate times at the SAME CONVENIENCE STORE CAR PARK (because they wanted to make sure it wasn't stolen); had the police knock on my door because "someone suspicious was seen here"... And then proceeded to ask ME for proof of address; and, finally, got questioned and forced to provide proof of address and proof of car ownership while check my car's wheels for scratches in in my building's parking lot.
Generally, the police here are pretty nice and polite, and I'd much rather they be bored due to the low crime rate than otherwise, but I sure wish they were just a bit more sensitive.
