Contact them. I called them via the help center there and they unlocked it immediately. This often happens when the credit card that you‘ve paid with isn‘t connected with Apple Pay.

What you used for name proof at 7:08 ? Name Identification Document.
Passport, ID card?
For name I used scan of the passport, for address bank statement
