This is after the ANC met a deadline as ordered by the Constitutional Court.

The tax payers have had to bail out these SOE’s by the billions because of bad appointments. So if you get appointed to a position you have to tow the ANC Party line and use their family as suppliers who will charge 5000% profit and then not deliver.
Hlaudi made profit for SABC during his tanure.

The names of the cadres deployed are essential as there must be an understanding of their story. How they were moved and the legacy they left behind. Did they receive instructions from the party which is to the detriment of where they were placed? Those more qualified candidates that were excluded surely also now can demand justice... There is a very clear line between party and state..experience doesn't automatically make you an experienced CCP member...you still have to be voted for or undergo selection.
A government owned enterprise is a 'civil service' comprised of any political affiliates no matter their level of expertise..that is the award and principal of the idea...to be non- partisan and to serve the public.
A public service usually refers to a government service that deals with citizens or non citizens in need of social services.
A hospital is a public service. A government run airways should be run with a competitive bias..the more party integrated ,the better the ethos, that explains what differs in government civil service..no difference..all mixed party gives parity to the public and therefore has ethos..higher moral goals.
Why would an airline need to be a SOE with higher moral grounds ?
Why would a government civil service not require a party affiliation .......a member of the tax department or foreign service...?

For policy and political positions, appoint your cadres. For technocratic positions, then zero cadre deployment. The ANC thinks we don't live in this country. We have senior family members/colleagues/close friends who sit in these ANC structures and disclose these "secrets" to us. The ANC is not using a fair and just rubric. If you are a politically important cadre, you have a major leg up over a more competent person. Why do these people keep lying to us, it's disgusting.

Yes - "cadre deployment" is not unique to SA .... BUT ... those countries which falls outside of the failed communist and socialist states ensures that there is public transparency to support such decisions, it is not hidden in "dark rooms".

This is not what cadre deployment means. Cadre deployment means hiring people that are members of your party instead of people who are not, regardless of their skills or experience. And the DA does not do this. You don't have to be a DA member to get a management position in a municipality that is run by the DA. The only people that have to come from the party are people in political positions such as councillors, mayors, whips, speakers etc.

It is through this political intervention that opportunities for previously disadvantage were appointed to positions in strategic offices. You don't seem to understand what cadre deployment means. It means that you have to be a member of the ANC in order to get hired, or that if you are you will be preferred. The cadre deployment committee are not elected officials hiring for positions in the public sector. They are unelected ANC members that decide about every public sector position.
