I think Shadowblight will be crazy good as well.
The big problem with itemization 2.0 is the huge additive damage bucket.
But instead of stacking just multiplicative damage, you can split your additive damage bucket into 2 parts.
The first part is dot damage, which is a multiplier for Shadowblight.
Let's assume you have 1000% bonus to dot damage and 1000% bonus damage to shadow, crit, etc.
Normally you would just have a 2000% bonus (which is a 21x damage multiplier), if alll boni can apply at the same time, which is normally not possible for crit and dot damage.
But with Shadowblight, this 2000% bonus will be split into 1000% bonus to Shadowblight from dot, making it a 11x multiplier.
And the 1000% remaining bonus to crit, etc. will be on top, multiplicative to the other bonus.
These bonus will do another 11x damage multiplier, making it in total a 121x damage multiplier.
Shadowblight normally has 22% weapon damage, but with the 11x multiplier will go up to 242% weapon damage.
And because we have Decay, we have another 5x 45%, giving us another 225% multiplicative damage bonus , which is a 3.25 multiplier.
This gives us 786% weapon damage, which also can crit.
So you could go for corpse explosion damage and play Black River for maximum dot damage as you explained or you could go for Shadowblight damage with lots of crit damage. The beauty of Shadowblight is that your minions can proc Shadowblight as well. Corpse explosion can trigger Shadowblight 2 times per second (every tick) and will do damage every 10th time. With really high attack speed you can do about 12 corpse explosions simultaneously which are 24 ticks per second. So your Shadowblight will do 2.4 times damage per second. But minions can trigger it even more often.
5 shadow mages who have 99% chance to cast their projectiles twice, can cast about 20 projectiles every second, depending on how high their attack speed is.
And this projectiles pierce, meaning they can hit multiple targets.
6 reapers with Aphotic can do about 12 hits per second, also hitting multiple targets with their attacks.
So you can more then double your shadow damage hits and double your Shadowblight procs this way.
But you can only max your damage with Shadowblight OR dot-damage with Black River.
I think Shadowblight will be better than ever in season 4 and that is because the additive damage bucket is big enough, such that splitting it in two makes a big difference.

A sick aspect that they could add that would make this build even better could be âDecay explosions cast CE on a nearby corpseâ. Especially awesome if it would work with black river.

I'm going to use necromancer in s4 for hardcore because all I need is to get 1 hardcore character to level 50 and I'll have all achievements. After that I'm going back softcore and going to barbarian.

Increase everything you do by x120% but that is not the full picture because it is way more down the line :D

Builds are quite easy interchangeable since you inventory wont be a mess anymore :)
After how resistances started out im sorry if I dont trust this armor rework to actually function as stated.

Elemental surge got a MASSIVE nerf. IIRC its like 1k-6k now.

Considering they didn't nerf Ball Lightning when it was Super OP in that season and Charge/HoTA respectively during the season, If it goes live like this and Necros are busted, just have fun and take the W this new season because I highly doubt they will nerf it after the season goes live.....

Nah the best build is summon necro you can stack 30 levels of golem mastery on gear and one shot every single boss xD. My golem was hiting 2billion on PTR.
