If you want to go to costume parties in Europe (or at least in central europe), the best time for that is "Fasching" (or also called Karneval); there is practically a whole season for parties and balls with the festivals culminating into the "Faschingsdienstag" (a tuesday where the biggest party of the whole season is, where the festivities get so large the people are on the streets with their costumes) the day before Aschermittwoch (a christian holiday starting the 40 day season to fast). Since it's just before the long fasting season, many people drink and eat and dance as much as they can.
But with halloween getting bigger here, we now have two times in a year we can officially wear costumes and party like there is no tomorrow.
But most people that go balls deep into Fasching don't do it because they are going to fast. Because they are not going to fast anyway.
They just have the perfect excuse to go full bonkers.
I'm gonna be honest with you, either really young people like elementary school kids or really old people like 50-60yrs olds actually get dressed in a costume for that
Which is actually an ancient Roman festival.
Which is why it's still really only common in areas that used to be Roman provinces, even 2000 years later.
