Janine and Linda were both equally responsible. Janine for stealing Sonia’s car and driving off in it, and Linda for grabbing hold of the steering wheel which caused Janine to loose control. I’m sure she’ll end up with Ricky but first thing socials would do is intervene with the child who has been left without parents in such circumstances and make sure shes being left with the right guardians. Especially since she is already under child protection, Janine has only just got Scarlett back, she was living with kat and her brother, even then socials were debating if that’s the best thing for her and she was with her sibling. So I’m sure they would need to intervene somewhere here.

Shirley's reaction is natural and in-character for her since she hates Jabitch and warned Mick about her many times, and she hardly knows Scarlett who happens to be the daughter of Jabitch, and now she's lost her son because of that cow's schemes and she's found out that Scarlett knew about the accident all along and didn't say anything so it's an expected reaction from Shirley.
