My guess is that warmog gives movment speed, makes you very tanky early in the game and you won't get that much ad from just shojin and bloodmail itself if you build it first

shojin + ionians gives 50 haste for q, which is 33.3% cdr and buying an item with 25 haste after that only adds another 9% cdr so its not as gold efficient to get more when these other items are giving so much gold worth of stats
