Despotic Scepter was a 3 of in the 1996 Turbo Stasis deck that made top 8 at the US Nationals. It was the deck that I build when I was like 13 years old that I copied from Scry magazine back in the day. It was a way to break your own Stasis at the end step of your opponent's turn, so that you can get an untap phase so that you can play a fresh copy of Stasis on your turn when you can't Boomerang your Stasis at the end step of your opponent's turn. While they mill out from Howling Mine and die from Black Vise damage while you sit and gain life with Ivory Tower and you also have a Feldon's Cane to reshuffle your graveyard to prevent yourself from being milled out from your own Howling Mines.
Despotic Scepter makes the distinction of "you own," which is only made in other cards to make a distinction between cards that are controlled and not owned versus simply controlled. It lets you kill any creature that someone steals from you. Not really very useful, but in the right scenario, it could be quite handy.
Prior to a rules change, the cards such as "Hunted Horror" that create tokens under opponents control would have you actually still be the owner of those tokens, so then you could use Despotic Scepter to kill the tokens your Hunted Horror created. Or you could cast "Brand" and gain control of the tokens. But since the rules change happened, that stuff doesn't work that way anymore. So, now whenever a player puts one or more tokens under their control they are considered the owner of those tokens even if the tokens were caused by an effect an opponent controls.
It's a solid card in a Lynde curse deck. It's a good way to destroy one of your own curses so that way you can trigger your commander's effect and attach the curse to a different player.
And it's an OK sac outlet for everything, but outside of specific commanders, you probably won't see it I guess 🤔
21:11 Despotic Scepter is broken in a Beamtown Bullies deck. After you activate the Scepter, you can destroy that permanent and use it again and again.
Candelabra's argument: Gaea's Cradle, Mishra's Workshop, Tron lands, Lotus Vale, plus any sort of mana doubler (Nyxbloom Ancient, Mirari's Wake, the OG Mana Flare, Nissa Who Shakes the World, etc.)
The second ability of Manifold Key comes up once in awhile in Tinker decks in Vintage. You play the Key primarily for Time Vault, but if you Tinker for Blightsteel Colossus in a scrappy game, you can pay 3 to make sure it gets in and can't be chump blocked to buy a turn.
Arcum's Astrolabe is on the absolute fringe of Vintage playability. You see it once in a blue moon in a brew, but it's generally too slow and clunky in a format where you want like 16 lands tops and don’t want even all of those to be snow basics.
Despotic Scepter is good in The Beamtown Bullies and Lynde Cheerful Tormentor to kill creatures you give to opponents for the Bullies and to kill curses to be able to keep triggering Lynde

Voltaic key (and kin) has to be S tier as it breaks time vault, and reuses other broken artifacts.
Altar of the brood is very easily overlooked. If not answered, it Mills out the opponents with go wide strategies or double etb effects... I got milled out since my removal got milled...
Sensei's diving top in commander(atleast in my experience) is usually used to plan your next turn
didgeridoo + Maskwood nexus. Put every creature into play for 3 from hand. Combine with Training grounds and Karn's touch or another way to make didgeridoo a creature, make the ability cost 1 instead. Funny little combo there, even if it is janky and hard to setup, can't deny 1 cost eldrazi's hitting the board
I've seen people play legacy minotaurs with didgeridoo and the deck is focused around it. If a whole legacy deck is built around it and can win games I think it deserves higher than d tier
Nah, higher tiers are for cards that do their job extremely well in almost any deck they can be played in
S is empty because busted was going to A.
To go to S, it had to be extra boosted.
For my feeling, shadow spear is in the same vain as skullclamp. Both feel to easy and broken.

I think that cards like Sol Ring is less busted in commander because you can only have 1 among 99 cards, and if you're too far ahead, there are 3 players to hit you.
It's a very bad feeling, when everybody except you has a turn 1 sol ring, I wish that to nobody 😅

Counterbalance is the reason Sensei's Divining Top is banned in Legacy.
