Actually it was originally intended for them to create an evil Peach to be Wario’s partner but Shigerou Miyamoto dismissed the idea because he “didn’t want to see the type of girl he’d date”.
I love how for Wario's name they did a clever little thing by flipping the M upside down, but then they went and just slapped "Wa" on the front of Luigi's name

A cool game idea is that one tiny thing that Mario and Luigi do would be the breaking point of waluigi, and he goes on this whole journey the defeat Mario and Luigi forever. And right after he kills the brothers, he begins laughing as the screen zooms out into a dream cloud with a scared looking Luigi in the corner, basically telling you that the game was one of Luigi’s nightmares.
"It's Waluigi time!" and Waluigi fired the machine gun at the Colombians. After Roy Koopa fires a bullet bill in his back, Waluigi falls off the balcony into the fountain below ("Waaaah!") under a statue that says "The world is yours"
Honestly I could see Waluigi being a good character in a game where he's a magician because of the whole thing with the rose. Some kind of entertainer. It would be a nice contrast to Luigi who sometimes has the ability to power up and turn invisible.
I want an official release of Waluigi's Taco Stand. No I am not joking. The original was one of the funniest Mario 64 Rom Hacks ever and I hope Nintendo hires it's creator just to make a Fully Official Waluigi's Taco Stand for Nintendo Switch.

3d Waluigi rhythm game beat-em up: kick enemies into the air & launch them at other enemies with a tennis racket, all attacks are just exaggerated dance moves & power poses, and the plot is to defeat enough bosses to claim their riches and build the legendary pinball + race track stadium.
My idea for a Waluigi centric game is a shop simulator in which he sells stuff to characters like Goombas and Koopas. The twist is that it's a scam store that sells cheap knockoff junk being passed off as the real deal.
I can think a few things, but first let's check his resume: Waluigi only appearance outside of every Party, Kart, or Sport themed game or game that includes everyone in the Mario cast, is the "Dance Dance Revolution: Mario Mix" as a Boss in which he tries to make himself the best dancer so he can "hypnotize the rhythmless masses" with his moves and "flood the world with chaos." So he's certainly athletic, talented in almost every area and, unlike Wario, he uses his lankyness to move in unique ways, aside his arrogance present in Olympic games and such he started using a rose to look a refined gentleman whenever he won as to woo the ladies. So while Mario usual games revolve around him saving the world, Luigi solo games is him facing ghosts and/or helping Mario, and Wario solo games have him always trying to get rich by finding treasures. A Waluigi solo game that could fit perfectly his abilities and persona could be a game has the plot of him "conquering the world" and becoming the Nº1 person in the world. He'd do that by becoming popular in different areas, like the doing sports facing unique (and prettier) characters, or even beating every Mario character in their own specialty area: Luigi claim to clean mansions of ghosts in 2 hours? Waluigi can do it in 1! Wario found 1 million of gold? Waluigi found 1 billion! DK gathered a mountain of bananas? Waluigi gathered a whole Everest of bananas; and so forth as every character recognize his "superiority". OR He start gathering his fans like and army to face and convert other character's fans into his fans, including said characters like an "Army-RPG", which his power and moves revolves around how many fans he got, going from making a "wheel attack" with their bodies to launch a whole "spirit bomb" with lots of people and even make a "gigantic suit" made out of his fans to face bosses.
Waluigi’s Vacation, is what I would call his first game. From Luigi’s Mansion to Waluigi’s Vacation it would start out with him going on a vacation to a new island or kingdom full of a tropical paradise but some villain is trying to ruin it or Wario gets taken during the Vacation and Waluigi has to save him. It’s about time we get a Waluigi Game or at least give us a new Wario World.
For some reason when I think of a waluigi game I think of a house flipping version of cooking mama where waluigi is a shady landlord. I just think it fits his personally
